He says they haven't even made out, because she thinks it "leads to things"... or something, is this weird after 3 weeks of "dating"?

no. its whatever she feels comfortable with. and 3 weeks isnt that long.

Last summer when SO and I weren't together I spent time with somebody for like a month. We kissed and stuff but never had sex. 3 weeks is practically nothing. And making out DOES lead to things.
