They were talking about it on the radio about how low level HIV is exempt, but still say it is part of the law. I guess low level HIV isn't as transmissable (though still very possible), I guess. They want to include it, because people who do spread it (even though low level) don't get in trouble since there is no law regarding them.

Not if you have low levels of HIV. I screwed up on the first part, that this is a new ruling and people are trying to overturn it. I missed the first part of the talk on the radio.
