he can't WALK OR STAND OR CRAWL OR SIT OR ANYTHING. what can he possibly do at a park???

Toddlers need lots of stimulation. If he can't be involved in a daycare a few days a week or something similar you need to think of things to do outside of the home. I'd go crazy in the house all day too.

Id put him down and make him entertain himself. He'll only do that while he sees it as an effective way to get attention

Put him in the stroller and take him for a walk. Point things out to him while you're walking, interact with him. Take him in your yard with some random stuff from inside (bowls, big spoons, boxes, etc.)
Stimulate him.

How old is he?

I don't have a license or a car. I'm just going insane cuz i dont know what to do with him anymore
