How do you get your grocery shopping and such done?
I don't know what exactly his special needs are but can he sit in a bike trailer?
I bike a few miles/ day with my kids and it's great. We also do flat hikes and walks with the jogger through the wetlands, backbays, boardwalk, etc.
A lot of my getting out is as much for me as it is them.

Oh IDK, fresh air, different things to look at, change of scenery.

Your outlook about your child sucks   It's actually disgusting.

What other special needs does he have? How are his fine motor skills with his hands n stuff? Toddlers like to explore things. Put him in the kitchen or in the bath tub and let him play with something messy. They love getting messy.

If you have a stroller or can carry him, you can take him for a walk. The fresh air would do you both good. If he cries, then he cries. But he might come to enjoy it. If a park is near enough by, then it doesn't matter if he can sit or whatever on his own. You can hold him on the swings. You can hold him and go down the slide with him.

Everyone gets frustrated, but you have people trying to help you, and they don't know the particular limitations and circumstances you and your child live with.

A little more information in the OP would have been great.

he can't play with anything he has a muscle dystrophy. his hands are always in fists and his arms are always close to his body. he can't sit on the floor he can't crawl so he doesn't know how to entertain himself because he's not physically able to.

Does he attend physical or occupational therapy?
I would try to get in touch with a therpist who can give you ideas that would work with his special needs, as well as introduce you to modifications for different activities. Surely there is a bike trailer out there that could accomodate him (just for instance) but you're not going to find it at your local bike shop.
Also, I would really consider getting your license. It would give you a sense of freedom that would be good for yours and his well being.
You've got exceptional challenges with a special needs child but the resources are out there; you just need to seek them out!

You're turning down every single idea that people are giving you. Stop making excuses and just do something. If he's sick, maybe the fresh air will do him some good. Lay him in the stroller, put a blanket on him, and go for a walk. It's not that hard. Go to the library and read him some stories. Carry him around your yard and just talk to him..talk about everything you're looking at. Let him touch the grass or flowers or anything. Sing to him. Turn on the TV for a little while (TV isn't all bad. You won't be a bad mom for letting your kid watch TV for a little bit, plus it will give you some breathing room).

Where in Md are you? It's 80 degrees here today. At this point, I feel like you're making excuses. You need to get your child out of the house, put him in the stroller, walk him around your block..do something instead of complaining about how much you don't like him

I'm taking my license test this friday. but I have anxiety so every time i go to take it i get an anxiety attack- therefore I fail. he's scared of going down the slide even with me. the park near me doesn't have swings. he gets physical occupational and speech therapy every week but he just won't play anything I try to do with him. he's even refusing to sit on my lap and have me hold him because he gets hot so I just don't know what to do anymore so i just put him on his high chair.

Sounds more like you need a break from him tbh. Getting out of the house would be good for both of you. If you can do it alone that'd be best for you. Otherwise perhaps put him in a stroller and go on a walk, the fresh air could be good for both of you. What about local special needs groups, or any other mommy groups that could accommodate his needs. Library time, parks, or trips to other fun places like a children's museum or something. Just sitting at home has to be the worst option for you both.
