Custody.

To start off, sorry if there are any mistakes, I'm so tired - I haven't slept for days, so excuse that.I'm sorry if this triggers anything for any mums/dads/etc that use this website. But, I am asking for a friend that is need of help.
I'll be changing names for the persons privacy.
Lily, is my friend that is need of help. Jo is the foster mum. Jeff is the child's father. And the toddler is Rose? (I couldn't really think of anything.)

I'll start somewhere near the beginning; When Lily was 15 she was forced into a relationship with a 30 year old man, Jeff. They were together for 5 months before he first hit her, and after that he would hit her everyday, sometimes even cut her (with a pocket knife) if he got turned on/angry/etc. All that abuse continued when she was pregnant. She gave birth to a beautiful baby girl, Rose. Nothing improved. She stayed another 9 months before one day, packing up, and leaving - and leaving her child there. She's now 18, pregnant with a baby boy (still single), just moved out of home (where she was also abused) and now wants her daughter back. A month ago she got into contact with Jo, and Rose. She was updated on picture's everyday and her milestones. They decided to meet up and Lily knows that she wants Rose back - for good.
How, and can this be done? She doesn't want to really go through the courts (of course, if it is needed she will) she wants this to be an easy thing that doesn't put anymore unnecessary strain on Lily's and her child's relationship. Lily and Jo have talked about Lily getting full custody - and Jo said she knew this day was coming and that she would be fine with it. I mean legally, Jo just can't hand over the child and budda bing budda boom - it's over and done with.
Would any of you mums have any idea's, guidance, anything? I will be passing this link onto her if we get good feedback, so for the sake of her well being, be nice!

How did Jo get her? Did Lily lose custody? I'm pretty sure she would have to go through the courts but I don't know the situation of how rose came onto Jo's care.

I know, that information would be important - I believe she's a second cousin of Jeff's - But I'm not 100% sure of this. Lily didn't lose custody, just that she was too terrified to contact Jeff and that was 1 and a half years ago that she had her daughter. (I don't think my comment helped very much)

Is Jo Rose's legal guardian?

Were the courts or cps ever involved?

Jo is, but to be honest I'm quite positive she didn't go to court to get Rose, Jeff didn't want to keep Rose and so Jo took her.

If shes had her a year than she probably is. She needs to call a court mediator and explain the situation ( maybe not so indepth but that Jo has no issue releasing her) and what they can do.
