Because instead of making the test mandatory for EVERYONE who wanted to vote, they just took the test away. (I'm referring back to right after the Civil War when former slaves were allowed to vote if they could pass a test). I honestly think you should be able to pass some sort of test showing you paid attention to what the candidates said before you can vote on them.

And shoot. Why am I working if I can just quit and have Obama hand me everything? I want a phone.
