I'd probably call the cops in all honesty, specially if the mother isn't doing anything about it. He could really harm your kids by throwing balls at them, and pushing them into brick walls. Not to mention it'll really teach the kid a lesson.

If you have some sort of community office, I would go to them and ask that they ban the kid from the park. Or call the cops. I had a similar problem with my son when he was 2. We lived in apartments, and everytime he went to the the park, with me, a little boy would cal him names and get really rough with him. I never saw a parent. I ended up telling the office that I would call the cops next time, and never saw the boy out their again. It might suck, but your kid is more important than some little bully, and the parents should be help accountable for their childs actions.

if he is physically harming your children and his parents have failed to act, I'd be on the phone with the cops. That is bullsmurf and I'm sorry your kiddos have to deal with a bully like this

I have animal beasts children like that on my block. The oldest one(there are 3 siblings) would pick on my son bc he wouldn't follow along with what this kid said. One day I was outside and the kid was picking up some of the kids and slamming them on the grass. He almost cracked one kids head on the sidewalk, so I said stop it your going to hurt them, he gave me the dirtiest look went in front if his own house and started doing it again to his brother and another neighbor. His parents do not discipline them at all and you can often hear these 6,9 and 11 year olds cursing them out. They were ringing and running and I caught then after the 5th time I walked down the block to tell them to stop and the father comes over and is like what is the problem? I'm like I've asked them repeatedly to stop ringing and running, the father gives me a dirty look and says c'mon kids come inside. He's a smurfing smurf and the worst part is, he is a cop. I just keep my kids away and if they are outside I tell the kids to get away from my kids. I'm actually pretty nasty now and I don't give a smurf. My whole block is fed up, they do ridiculous things.

My mom lives in a closed condo too, and they have a community office they can report stuff like this to, so I would do that first if the mom can't control her kid. Do this in writing so that you have proof of the complaint that you actually tried to resolve the issue, because if that doesn't work, then go to the cops. That should get her full attention, because she obviously isn't taking this seriously enough. If her kid has ADD and doesn't listen she needs to either keep him inside, or get him on some medication for it si that he isn't terrorizing other children.
