BHA questions about moving.

My husband and I currently live on Camp Pendleton in CA, in military housing. We are wanting to move off of base. We have two small dogs and have been informed we can only have one and need to do something about that. we want our BHA to be effective when we move so we don't have to pay out of pocket but don't really know how to go about doing that...
