My son just turned 4 and spends most of his day pretending and making his own movies. He will actually get out his notebook, draw the pictures, write some words, and then act out the scene. Plus he can now read up to the step 3 books for kids. I have never given him a game or anything to play. But my sister came to stay and let him play on her phone and then that whole week that's all he wanted to do. He stopped reading, and pretending and would fight with us when we would set a 10 minute time limit. I'd rather my kids create their own ideas and read than play games.
