Creative Costume Ideas

My daughter's summer camp informed me today that tomorrow is "dress up as a cartoon character" day   I have NO money and can't think of anything!!! Anyone have any ideas on a costume of any cartoon character that could be easy to make at home with stuff you have lying around the house???

Maybe red shorts and a white shirt and make Mickey Mouse ears, hands and suspenders out of paper?
