Other that than, unless the biological mom is willing to sign over her rights, I don't think your sister can adopt.

Your sister's fiance may be the little girl's dad, right? Have they called CPS or the cops themselves? Has he tried to get a paternity test? There's no way in hell I wouldn't call someone if I thought a little girl was being raped and nothing was being done about it. I'd think that would be the first step, though, call some sort of authorities. Or just ask the mother if she's interested in the little girl being adopted?

Sorry about that, tried to get it all out. Yes, they think that my sisters fiance is the baby's father and they have submitted a paternity test but are waiting on the results. The little girl was raped, because it was confirmed by the ER doctor when she took her to the hospital she didn't know she had been raped just knew that she was bleeding down there. I have tried to tell her to call CPS, but i'm not sure if she has I will definitely keep telling her too though.
