It depends. If it's with anything but an open hand, yes. If it leaves a mark for more than a certain period of time (varies by state), yes.
Also, I was told by someone who works at the CDC here that if they see someone spank their child, they are required to report it to PMO, so that leads me to believe that it's not legal here, on base (though I am not 100% sure on that).

In aus you can't hit your kids in public but at home you can open hand slap anywhere below the shoulders as long as you don't leave marks or bruises
In new Zealand it's illegal altogether

My XH beat my son's butt and left marks. All they had him do was sign a paper saying he would not used corporal (sp?) punishment on our children. My son was 3 at the time.

No it's not. They tried and failed. That stupid anti smacking bill is too confusing. Basically you're allowed to smack with an open hand once on the backside. You can't continuously smack 10 times though. It just can't be "extreme force" or some crap.

My mom is the head of the foster care division here in Michigan.

If you leave a mark, your kids will most likely be taken away from you.
