It is called Sure Start and is free with a waiting list.
The child has to be 3 and you sign up. I haven't gotten to use it though  
A friend of mine got here as an E-3 with 3 kids and they all qualified immediately. He had another and she is 2 now. He said she'd already been enrolled. If you are on the program it is easier for siblings.

I assumed you actually wanted to send your child to school DODS. Not the CDC, which is daycare. Regardless of how some parents try to fancy it up. It is horrible daycare... If you want to send her to the CDC, you will be on a waiting list and it is $50ish a week for under an E-5. They do it in brackets. Single mil and mil to mil get priority. Mil married to an unoccupied civilian (or job can't be verified) takes a life time. Then they can kick you out if they need room for high priority.
