Advice on publishing a children's book?

I wrote a children's book and have no clue where to start? How to arrange a manuscript or get illustrations or where to find a publisher and how to submit it?
Any tips or advice would be greatly appreciated

Finding an illustrator to work with is the biggest part. The publishers are buying the pictures at least as much as the story. I would check out your local art college, put an ad in a local paper that caters to people working in the creative arts, go online to forums with illustrators and ask them how they team up with authors.

Would I normally pay the illustrator or does the publisher take care of their half and work with them on what they want?
