It was years and years ago and cost us an additional almost $2,000.

The only way to break a lease without penalty in CA is to find a tenant to take over the remainder of your lease, so that their is no break. Even then, your landlord would have to background and income check the new tenant and accept them and you would be responsible for finding said tenant.
ETA: this is the only way to get your deposit back with leaving early.

I want to know how exactly I go about it... I am reading about writing a letter to the landlord to fix the problems.. I am pretty sure he won't (he has not so far, but we have not put anything in writing yet.) so I want to know what happens after that. When can we legally move after writing a letter for the problems to be fixed and waiting for him to fix them (which like I said probably won't happen.)

I was reading that you can legally break the lease if the apartment was deemed inhabitable, which I believe it is.

Depends what it is. You can look up the actual regulations by searching for tenant acts of California. I remember the have a certain amount of days depending on what it is. But you should definitely make a copy of your maintenance work up as proof of an actual date.

Yeah I'm pretty sure the reasons do qualify I'm more concerned about the number of days after the letter we can move without penalty.. Trust me this isn't by choice but it seems like the last option we have.
