Yes I think they are necessary, and not cruel at all. Ive almost ran over small children with the trolley, on accident, because their parents just let them run rampant

I think they are necessary. I'd rather be the one people look at like I'm crazy for having them in a harness than me being the bad mom who lets my kid get run over by a car because he darted in the road.
