If he isnt providing financial and emotional support to the child then yes IMO he is.

From all that you've ever said about him, I would certainly say so.

Even if he does provide financial, if he doesn't want to be in her life and be involved with her, I still kinda consider that a dead beat.

Okay, because that's what I thougt...

it just gets me so mad...that he can sit there and lie to people....that he's the greatest father when all my daughter wants to do is talk to him on the phone but he can't do that & it breaks my heart seeing my daughter hurt for his dumb ass.

if you have to ask if he's a deadbeat...
