Grandparents' rights don't apply if he signs off on his rights and the courts allow it...because then, legally speaking, she's not the grandmother anymore. It's the same as putting your child up for adoption. Unfortunately, there is nothing you can do about it, and it will then be up to the mother if she allows you to see the child or not.
My son's father has just recently signed off on his rights so my husband can adopt our son...However, his family has a relationship with my son and I plan to allow that to continue. I would never cut them out of his life just because his father chose not to be involved.
