I don't think it's required but all three places i've rented (two houses and one apartment) had blinds provided.

If they were it should say specifically in the rent agreement...
otherwise that sounds like something the tenant would be responsible for....but that's just my useless opinion. lol

So basically if they are there to begin with or it is written within the rental agreement-it is the landlords responsibility?
But if not, the tenant is responsible?

No they are not required but if they are there when a tenant moves in, it is their responsibility to replace them.

Here, its in My lease. But if something was to happen to them we have to pay for them to be replaced. Since they were brand new When we moved in.
But no, its not required for a landlord to supply blinds.

Our landlords furnished our duplex with mini-blinds. But I hate them so I took them down.
