Help, international shipping experts!

I'm selling some sunglasses on ebay, vintage 1950s cat eyes, anyway someone messaged me asking if I ship internationally which I've never done but am considering doing. They have decent feedback as a buyer but it makes me nervous that when I got a shipping quote from USPS.com they dont offer tracking or insurance on their flat rate packages =/
questions
1. Can I get shipping insurance or tracking if I use my own box or possibly a padded envelope? (Again, makes me nervous because I don't want the glasses to break en route so I'm leaning towards shipping in a box)
2. The shipping quote said cheapest shipping is only $8.46 for first class international parcel. Does that sound too cheap to you lol package is going from california to hong kong......
3. My auction on ebay is set up for buy it now, but shipping internationally obviously means I have to up the shipping price a bit so how would I charge them based on the new rate? Im working with paypal by the way...and ebay so how can I charge them?

The only thing i can answer is 2- shipping was pretty cheap from here to italy.
