when people say that they are basically saying "this is going to be a pretty racist comment but don't get mad at me..." or at least that is what I get when I hear it... I think there are a lot of people who are internalized racists but they don't even realize it because they figure as long as they don't always say what they think out loud or if they back it up with a comment like that it is okay or somehow not racist... but when someone starts off a sentence or story like that they've obviously put some thought into the matter of whether it is racist or not, and probably already know the answer but don't want to be viewed as a racist.
