Your best bet is to call the DMV where you registered the car and ask...let them know you (or your hubby) is in the military and not currently living in the state. They're usually pretty good about that. I had to re-register my car from FL when I lived in SC. I had to call too, and they were great about it.

Here in CA, they would rather you be registered in the state of CA and not the state of origin. They do however, wave a bunch of fees if you are not a resident of the state. For example, my hubby is a registered resident of TX so we get the TX fees but the CA tags. We save a few hundred dollars and don't have to do anything extra.

My hubby's car was from MD and we got our cars inspected in NC all the time. Now we're in Cali and we're going to have to get ours inspected here next month! You can get them inspected wherever you live. Just make sure that since you're military your insurance is from the state you LIVE in (if they have a problem with insurance in LA and registration in TX, just point out that you're military and they shouldnt give you any trouble). We have California insurance, an MD vehicle, an NC vehicle, and (right now) NC inspection stickers on both!
